Minutes of the Planning Committee held in the Trust Room on Tuesday 27th January 2015 at 7.30pm

P/005/15 PLANNING APPLICATIONS (5)

 

1.    30/1422/14/F Readvertisement (Revised plans and details received). Erection of single two storey dwelling and separation of part of garden at The Anchorage, Redoubt Hill, Kingswear. TQ6 0DA. OBJECTION

The Kingswear Parish Council strongly objects to this application for a building which in architecture and in contribution to overall landscape is out of context. It’s an urban design in an AONB rural setting in a very prominent position.

It does not sit comfortably and jars on the eye from the river, Dartmouth and public views from public footpaths in Kingswear.

Both DP3 2010 DP7 apply to add weight to the reasons for refusal.

Kingswear is a very special place and public views and a sense of place need to be robustly protected. This building would remove the only unspoiled and cherished public vantage point from the road looking up the river valley towards Dartmoor.

This must not be allowed to happen. It must be protected for future generations.

The previous original 29 objections and 149 objections petition from residents are still totally relevant. The new 9 objections emphasise the strength of local feelings.

Kingswear Parish Council support the residents in objecting to this application for all the strong reasons stated in their objection submissions.

 

2. 30/3212/14/F Erection of 2no. Flats for Mr R Morrision at Plot 4, Lower Contour Road, Kingswear.  NO OBJECTION (because the privacy objections about overlooking have been addressed.)

 

3. 30/3189/14/F Construction of new quay wall and hardstanding. Demolition and replacement of existing boat shed and refurbishment of existing ‘stable’ cottage for Torbay Boat Construction Co. Ltd at Dolphin Shipyard, Galmpton Creek, Brixham. TQ5 0EH.  NO OBJECTION

4. 30/3158/14/F Householder application for replacement of front entrance porch, construction of new window, roof window and section of flat roof over for Mr and Mrs Steele at Kingscliffe, Beacon Lane, Kingswear. TQ6 0BU.  NO OBJECTION

 

5. 30/3188/14/F Householder application for alterations and additional floor to form enclosure for new staircase with a associated works for Mr D Southwick at Beacon Lodge, Beacon Lane, Kingswear. TQ6 0BU.  NO OBJECTION

 

6. 30/1799/14/F Readvertisement (Revise Plans) Erection of 2 no.flats with garages and parking for East Devon Estates Ltd at Plot to rear of Inglewood Cottages, Higher Contour Road, Kingswear. TQ6 0AT. 

OBJECTION due to loss of light and sunlight for properties below the site and concern over the TPOs on the existing trees.

 

8. 30/00067/15/F Construction of 4 bedroomed house for Mr G Oxford at proposed development site SX9033 5359, Land adjacent Pilgrim Cottage, Penhill Lane, Hillhead, Brixham. TQ5 0EY.

OBJECTION because of the entrance and exit by vehicles onto the B3205 Slapper’s Hill.

This road is narrow at this point, has a blind corner from the left, queuing traffic opposite the entrance waiting to enter the A379 and cars often unsure of which road to take on the right. This junction has large vehicles and traffic which also comes up from the Higher Ferry and turns right into Slapper’s Hill. There are also pedestrians trying to access footpaths and bridleways for pleasure and dog walking and no footpath to safeguard them from traffic.

Kingswear Parish Council cannot support it because of the reasons above as we regard it was a flawed decision to pass it previously.

 

9. 18/0048/15/F Erection of wind turbine (50kw) with a 24.6metre hub height, 34.2 metre tip height for Mr T Rowdon at Field at SX 2839 5364, Capton Dartmouth.

OBJECTION due to the visual impact as a skyline development in proximity to an AONB. Great concern about the visual distraction and negative impact on tourism as a rural visitor destination.

Decommissioning funds should be kept available, if passed, and to change the colour from white to grey to lessen the visual impact against the sky of such a large structure. Similar conditions should apply to any other large turbines in the area.

 

10. 30/3215/14/RM. Approval of reserved matters following outline planning consent 30/1420/13/O for P and P Howlett and Son Farming Ltd at land at Nethway, Woodhuish Farm, Kingswear. TQ6 0EF.  NO OBJECTION.

 

P/006/15 TREE MATTERS (6)

1. Tree Preservation Order

Order: 1996 Application Number: 30/3167/14/tw

Site: Inverdart Cottage, Castle Road, Kingswear. TQ6 0BT

OBJECTION  The two Oak trees are healthy and have risen significantly above the power lines. They help to screen the buildings behind from the river landscape but allow vistas between the tress. The large Holm Oak has been removed.

1. Update concerning correspondence re the definition of the curtilage of Kingswear Station. Response awaited.
