P/102/12 APOLOGIES FOR ABSENCE (1) Cllr. Hacking and Henshall.
P/103/12 MINUTES (2) The Minutes of the Planning Committee Meeting held on Tuesday 23trd October 2012 were signed as correct record.
P/104/12 DECLARATIONS OF INTEREST (3) There were none.
P/105/12 QUESTIONS FROM THE PUBLIC (4) Dr Rawlins attended to advise that the Railway applications will be heard at the Development Management Committee at the District Council on the 5th December. He also provided an update on correspondence. It was Agreed for Cllr Lovell (Chair) to request the opportunity to address the Development Management Committee with the view of the community with regard to the developments at Kingswear Railway. Notes will be sent prior. There will be a request for a full Environmental Impact Assessment included.
P/106/12 PLANNING APPLICATIONS (5) 1. 30/2370/12/F Resubmission of householder application 30/1052/12/F for extension to conservatory on existing terrace for Dr D Burston at Coombe Cottage, Bridge Road, Kingswear. TQ6 0DZ. APPLICATION WITHDRAWN.

P/108/12 CORRESPONDENCE (7) NOTED 1. Correspondence from Kingswear Action Against Rail and Riverboat Development. Noted above 2. Correspondence regarding various applications and works at Coombe Cottage, Bridge Road, Kingswear. ( Public and District Council) Noted but application withdrawn 3. District Council, further plan information re livestock building at Raddicombe. Noted. Details of hedging and screening.
P/109/12 PLANNING APPEAL MATTERS (8) None
P/110/12 SHDC PLANNING DECISIONS (Kingswear PC Recommendations in Brackets) (9) NOTED 1. 30/2128/12/F Erection of agricultural livestock building for Mr M Tooze at land at SX9073 5392. CONDITIONAL APPROVAL (Support) Comment: There is concern that the application has not been sufficiently advertised in the locality. The building should be painted in an environmentally sensitive colour and landscape planting to screen building. There is a safety concern over access to the building from the road. The access should be modified and set back to ensure vehicles do not stop on the road.
P/111/12 TO CONSIDER SOME ADDITIONAL ITEMS. (10) 1. Progress with alternative path for pedestrian from Greenway Halt. Discussions still continuing 2. Retrospective Planning application procedure. There was a discussion over the process for retrospective planning applications. It was Agreed to request an officer to attend a meeting to clarify the retrospective planning procedure and whether legislation is needed. One idea suggested is for the cost of appeals to rest with the developer. Action: Clerk to organise. 3. Affordable Housing Site Visit. A preliminary site visit following the call for sites has been arranged by the District Council. It was agreed that as a full consultation will be conducted in the future if and when a chosen site is suggested, public will not be invited on this occasion to the site visit.
