 Minutes of the Meeting of Kingswear Parish Council Planning Committee

held at the Trust Room on Tuesday 27th October 2015 at 6.00pm.

P/82/15        DECLARATION OF INTEREST

   Cllrs Payne and Trevorrow declared an interest in 30/2027/15/F since they knew the objectors. They said they would not vote.

 

P/83/15        PLANNING APPLICATIONS

a)        30/2234/15/F Alterations to balcony and fenestration on front elevation. For Mr J Callender at Flat 3 Inglewood Apartments Lower Contour Road Kingswear TQ60AL

   No objection

c)        30/2007/15/O Outline application with all matters reserved for residential development for Kingscliffe Property Co at Proposed development site at SX 888 518, Waterhead Brake, Brixham Road, Kingswear

 

Mr G Craig expressed concerns to the development at Waterhead Brake and read out his letter. He objected to the TPOs being interfered with

 

The Members accepted the principle of developing the site but subject to:

·         the recommendations of Highways

·         provision of an acceptable number of affordable housing

·         Any contaminant is removed including Japanese Knot Weed which is in the vicinity.

·         Trees with TPOs are retained

·         Sufficient parking for visitors is provided on the development site so that there is no reduction in provision of parking on the Brixham Road, since there is already competition for the few spaces there.

 

d)       30/2027/15/F. Proposed new three bedroom dwelling for Mr and Mrs Barber at land adjacent to Creek Haven Lower Contour Road, Kingswear Dartmouth TQ60AL 

Objection

 

Mr Pudduck objected to the development at Creek Haven using arguments presented in his letter.

 

Reasons for Refusal:

i             Highways objections – we concur with them.

ii           Cars will emerge blind across a footpath onto a narrow busy road and so is a danger to traffic and pedestrians.

iii         Overdevelopment of a small site. Creek Haven represents infilling of garden formerly belonging to Little Croft.

iv         Unneighbourly -  It extends too close to the boundary at the rear compared to  the neighbouring properties. There appears to be a ‘building line.’

v           It is too close to the boundary on the east side and so there is little maintenance provision.

vi         There is a danger of subsidence to other properties.

vii       This will involve the loss of an original stone wall

viii     Loss of street scene
